Cleveland County was formed after the 1889 Land Run as part of Oklahoma Territory and was named after President Grover Cleveland. The county seat, Norman, was also established at that time. Early travel routes included the Arbuckle Trail, an early cattle trail in Cleveland County that connected to the Chisholm Trail and the Kansas Southern Railway, which was completed in 1887.
